When a sorority has one or two spots available to fill to campus total its wiser and more humane to show an interest in and bid women you already know, friends or those who dropped from formal rush that were already favorably on your radar. Opening COB to a party where 25-30 women will sign-up and you have 2 spots available is rather harsh to the 28 who can not be chosen.
