Let's say you go to 3 houses for preffs. You rank ABC 1st, XYZ 2nd, and EFG 3rd. Quota will be set tomorrow evening and is basically set by the number of PNMs that attend preffs. So lets say it is 80. ABC will list their top 80 girls, if you are one of the top 80, your bid matches. If not, they will look at XYZs list. If you are high on their bid list, the bid matches with XYZ. If not, they will look at EFGs list. If you are high enough on their bid list, you will get a bid from XYZ. If you don't get a match, you will be a quota addition. Many times it will be the first house you listed. You will never if you were a quota addition.
