Not necessarily, every effort is made to match you in the order you rank the houses at pref. So lets say you are #32 on your first choice's bid list, but are #4 on your second choice's bid list...if quota is 70, you are high enough on your first choice's bid list to get a bid and you would get a bid from your first choice. The only way you bump to the second choice is if you were so low on your first choice's bid list, that your first choice met quota before even getting to your name on their list. Once their quota is met and that house is no longer on the table for you, only then is your next option is explored. If you maximize your options though and write down all the houses you pref at, if you don't match anyone's bid list, rather than releasing you from rush, Pan can still place you with your first choice as a quota addition. This is not something that is available to pnms who suicide or do not write down all their options.
