False, snap bids ARE allowed under the Panhellenic rules. If a house doesnt make quota they absolutely are allowed to call girls previously released/dropped from rush and try to bid them. Snap bids are a bid day thing. They are trying to get enough girls to their house on bid day. If a house has to snap bid, it is a sign of an unsuccessful rush. It means girls either ranked them low after prefs and went elsewhere, or they didnt list that house as an option at all after pref. Spreading wrong information about rush rules is not helpful either.
