yes it is very likely and possible for this to happen. The only people who can make "final" cuts are sororities. If a sorority chooses to drop a pnm there is no way they will be back the next round. However as a pnm you can't make a finite cut. So you do have your "cut" houses but if any of the houses that you chose to keep cut you then your list bumps up. So if it's ABCDEFG and you chose to cut EFG and house B chose to drop you then your list would change to ACDDEFG. but if house FG chose to drop you that's how you'd get G on your list.
