Tiers are not #1, #2, etc., they are large groups of top, middle, lower middle, and bottom. There is no concrete way to say "this sorority is one step ahead of this one." The only reason there is even a lower middle tier is because there are definitely sororities that are too good to be considered bottom but not good enough to be considered upper middle.
