The tier system is supposed to be based on popularity, but obviously this isn't necessarily correct because popularity is subjective. Generally, the more social/parties an organization is/has, the higher the tier. But again, this is subjective, and in many ways, superficial. Many people are interested in "top tier" organizations, however, many are not because they feel more at home with a different type of person. No organization is better than the other. They are all just different, and different people prefer different ones. Ignore tiers and find what feels right for you. Also, no one really cares about tiers after first semester of sophomore year. I have friends in all different sororities and love them all equally, regardless of the tier of their sorority of fraternity.
