It's probably easier to rush fraternities as a junior. They seem to care about year a lot less than sororities do. I dated a guy who joined a top fraternity as a junior. If I remember correctly, he said it wasn't THAT uncommon compared to a top tier sorority taking a junior (maybe one/pledge class, if at all).
