Saying that the university has to own the housing for being in STEP is the stupidest thing I've ever heard. Most of the sorority houses are either rented out not through the university or are owned, as well as a number of frat houses. Like Phi Psi, Gamma Phi, AOPi, Phi Kap, etc. With sororities there is a no alcohol rule period. With frats, it generally means alcohol is allowed but to some extent. I know a couple of frats that are owned by the university and they are still allowed to drink there. My boyfriends frats had a party last semester at his university owned frat house and it was cleared by the university and was perfectly legal! Also, he's allowed to drink there, it just can't be in any common rooms like the living room or dining room. Bedrooms are perfectly ok. And all of the live-in advisors were in frats previously, with most being in grad school. So they know what happens in a frat house and will tend to look the other way.
