From a girl's standpoint, Phi Delt has gotten exceptionally more popular over the last year. They aren't huge but have a lot of potential. I'd say they are around middle to upper middle tier. Their newest pledge classes are pretty good looking and really fun guys to be around!! Don't know many of the older guys.
