For now, tke, kappa sig, sig chi, phi psi are not doing STEP (as of now, this may change) because they don't want to live in a dry, boring house, with the University poking its nose in their personal lives all the time. Sae, Ato, and some smaller fraternities are not doing STEP because they simply cannot afford to get their house up to par. It's that simple.
