I don't know for sure what the situation was at OU, but I'm assuming it was that there were recruiting to build their colony there. This means that they most likely recruited after OU's formal recruitment was completed, and the women who attended pref at OU gamma phi were only rushing gamma phi (either didn't get a bid through formal, got dropped, dropped, didn't rush formal, etc). During formal recruitment here, bids will not be given out at pref round, not by any chapter. Not everyone that attends pref round at a house will be given a bid, there's a system to it. However, as long as you maximize your options after pref round (talk to your recruitment guides about this) you will get a bid, not necessarily to your first choice but you are guaranteed a bid.
