It varies. Panhel sets a total at the beginning of the year and anyone that is not at total CAN participate. It really depends on how many graduates each chapter has. Some chapters that only have a couple of openings don't have open parties and only invite friends of actives. Don't take your chances that one of your favorite houses will recruit in the fall. Most of the time top tiers won't participate.
