Chapters are only able to invite back "X" many girls to the next round based on their previous return rates. Chapters that routinely have a very high return rate, i.e. Kappa, are only permitted to invite back about 1/2 of the girls that went through House Tours. Inviting back a legacy that they have no intention to offer a bid isn't fair to the house, the legacy or the other PNMs. I hope you continue with recruitment and look at houses who are serious about giving you a bid.
