If you look at most schools' websites, they say they don't require them either. It's not impossible to get a bid anywhere without them but they definitely help when it comes to voting. BTW... legacies really don't matter either. You get an invite back to the 2nd round but that's your only guarantee. Its also no secret that if you invited back to a chapter for Pref and you are a legacy, you must be on their first bid list.
