I think you are mixing up total and quota. Once quota is set (prior to Pref), everyone, regardless of the current size of their house, can take up to quota. As the other poster said about, QAs can allow chapters to take more than quota. Also, QAs is not representative of tiers. Some chapters that are not necessarily top tier often take bigger NM classes. For the chapters that are not at total (which is also set when quota is set), they can COR after bid day. This helps to raise the membership numbers in the smaller chapters to bring them up to total.
