This is something that is common in the Deep South and recently, Ohio University started doing this. This was designed on campuses where no chapters will give bids to upperclassmen. In a way, Gamma Phi did this last year with their seniors: they went to panhel showing they could take total without offering bids to seniors so PHA allowed them to take around 15 seniors over total. OSU has never had to have an upper class quota because chapters like Fuzzy, AOPi, DZ, AEPhi and AXO will offer bids to Sophomores and Juniors (about 50% of the PC). Middle tiers will take some sophomores but not juniors and their upper class average is around 25% of the PC. So, as long as you are willing to keep an open mind and be open to any chapter, you can probably get a bid
