I could maybe see an irrelevant fraternity getting to the level of ATO or Fiji, but it's much harder to recruit when you're unknown, so the odds are stacked way against them. As far as Sig Ep or Pike, it would take an irrelevant fraternity years to get to that level. Sig Ep has over 100 guys and Pike is upper middle tier. You can't go up in just a few "15+ pledge classes." You have to gradually build your reputation
