I wouldn't base popularity on the number of followers. Even though I don't believe chapters pay for votes, each girl has several accounts to become followers and they tell all of their friends, relatives and alumni to be followers too. Fines for recruitment are often minimal infractions such as getting their lists in on time. It's nothing for PNMs to worry about.
