Nobody will know what tier they are until Formal Recruitment 2015. That recruitment will put them on equal footing with all other chapters. They will do COR in the fall because of graduations but they will only compete against the other chapters doing it rather than all. I agree with the statement that it will be hard for them to compete until they get a house.
