1/3 of each list is way off base. It's a combo of how the chapters rank you with how you rank them. If you rank a chapter #1 and you are on their first list, you will get your first choice. If you rank that same chapter #1 and you are way down on their second list, you probably won't get your first choice unless that chapter has a VERY bad recruitment.
