Any house that is under total is eligible for informal. Total is not related to formal recruitment. Not sure if Pi Phi had any quota additions, but if not, they were limited by quota for how many new members they could take. Pi Phi was under total (due to graduating seniors and members dropping, and most houses had members drop last semester btw), so they were eligible for informal and decided to take advantage of it. Smart move on their part because it increases their membership. And they're probably only taking new members that their current members know anyways.
