That's not how it works anymore. If you maximize your options and list both chapters you preffed, you will get a bid from either of those. If you didn't fall on their top bid list before they met quota, you'd be a quota addition and still attend bid day festivities. No one would know you were a QA. Some chapters will indeed COB without advertising it to the general public. Some chapters will extend cob bids to existing friends of members only.
