Absolutely correct, plus the fact that every chapter has their own rules, in addition to the NPC rules. I really think PHA should do some sort of recruitment workshop or have an FAQ so that people know how the process really works. But if anyone wants more info, it's on the NPC website. It's actually super interesting how it all works. (Until you're on the recruitment team and drowning in spreadsheets.)
