I don’t even know why there is a debate here. As someone who’s taken part of helping chapters colonize at other schools, Nationals sets them up to not do informal in the fall. Their numbers are worked out to avoid issues when girls inevitably drop and to take seniors into account. Kappa especially planned for this. Their pc was full and they nationally are very strong and consistent with this process. Unless there is a dramatic incident, they will not be doing informal.
