not sure where you heard that PCs were smaller to make sure Kappa got good girls, but that sounds super false. That's not how quota gets made. There are ways Panhel can ensure Kappa gets a pool to choose from, like placing a moratorium on COB until they've got their colony PC, but no one is actively dropping quality PNMs so Kappa gets to be choosy.
