You showed up on those chapters' bid lists below the point where they made quota (if quota is 60 and numbers 1-60 on the chapter's bid list all put that chapter as #1, they would make quota and if you were #61 you would not get a bid). Since you did not maximize your options (which is your right), you were not eligible to be a quota addition and therefore got a call that you will not receive a bid.
