No, they are an affiliate. It is different; read the PHA bylaws. That said, they are a "social" organization. They have formals, have meetings, TGs,officers, etc. They do Greek Week and Homecoming. They don't do formal recruitment and they are not nearly as big as the NPC chapters. They are also don't have the alumnae base around the country to support them. I believe you technically can become a member of this chapter and an NPC chapter since NPC rules only prohibit you from joining another NPC chapter.
