Not entirely correct. There were a few chapters that were under total going into recruitment because of fall graduations or girls deactivating. So, a chapter might have made quota but is still eligible to offer bids to get them up to total. I only know of a couple of chapters who were in this situation and they are both good chapters. I'm pretty sure they had a list of girls who they were calling.
