Because no one is even in sigma kappa right now. When you have NO MEMBERS you are a bottom house. Most people who end up in brand spankin new houses are the ones who couldn't get into the other houses. They need to have time to figure out the type of girls they want/the vibe of the house which can take YEARS because they start out with a bunch of random girls and don't have an established rep or any credentials ("we have the highest gpa of all houses!" "We've won anchorsplash two years in a row!"-- these are some examples, SK has squat because they haven't done anything yet)
