Pretty much where the standings are right now will probably be where it will be at the end of rush. "tiers" don't really change overnight unless something weird happens to the house. Beta and Lambda are two examples of this. Beta had nationals swoop in, do a reorg and boot a lot of the members people liked. They dropped like a stone. Lambda on the other hand went from nothing, got theta chi's house, and boom they got 2 really good classes. The top houses know what type of people they are looking for, and people want to be in these houses. This means they can be more picky, so the odds that they get better guys goes way up compared to other houses. Houses don't just decide to recruit people they do not like, so I don't see it changing too much.
