Some of the things I used to rank top tier chapters: Membership needs to be 80+ on average and the top three are the only chapters to do this consistently. Need to have a good presence with Alpha Phi, Gamma Phi, and Tri Delta. Need good performance in their own events philanthropically. Need to throw the biggest/best parties (including satellite houses). Need above average to excellent academic performance in comparison to the campus average. Higher dues, and better formals. Attract hotter girls. Etc. etc. etc.
