Not retention rates, Return Rates. Completely different things. Chapters are given the numbers they are allowed to have back each round based on their Return Rates. Every chapter has to deal with those numbers first round without meeting pnm's; it's based on GPA, resume, headshot, prior connections, not on conversations.
