COB continues until a chapter reaches "total". The term "Quota" is irrelevant after bid day. Quota only controls the number of bids extended on bid day. After that, sororities are open to continuously offer bids until they reach total. They often go for the girls on their bid list that the university cut them off from offering bids to on bid day. As for quota, that number is supposed to be decided by the number of women going through rush divided by the number of sororities on campus so that every woman going through rush gets at least one bid.
