quota is determined by how many girls sign up for recruitment for this reason. The goal is to get all the girls in orgs, but they do have to factor in girls dropping otherwise the quotas are too high and only like 3 orgs can hit it. Last year almost all the orgs had to take girls after recruitment for that reason. The thing is, this year panhel isn't in control of it as much so its a little harder to ensure this because of the informality of the process. Also, no one is guaranteed to get into their favorite or even kept by a lot. At the end of the day that's just not how the process works. It sucks, but it's the truth.
