It's all based on return rates. Some sororities tend to have girls always rank them in their top choices, so there's no problem when they cut a lot of PNMs because they're pretty sure they'll have a large amount coming back to them. Some of the more in-demand sororities only have to invite 25-30% of PNMs back because there's little to no chance that a ton of PNMs are going to drop them. On the other hand, there are sororities which have a higher tendency to be ranked on the bottom by a large number of PNMs, therefore they have to invite a lot of girls back because their return rates are lower. TL;DR Some sororities can be more selective because they're more popular with PNMs and don't have to worry about return rates.
