A lot of girls do their "homework" first semester and get their name out there, they go out, they meet girls that are already actives, or they already know actives, so when going through recruitment an active may vouch for you and help keep you after a round. This prob helps the most. Letters of rec don't mean anything, legacy doesn't either. It's really about meeting people or having a connection. Then it's important to stand out in your conversations, make that connection. Don't let the active follow the scripted questions but use the questions to expand and say more about yourself so it's more like a normal conversation. It's more memorable and an active may think yeah I see her here and give her a higher score. If you dropped wait to see who is below chapter total, and if you have friends in any of those chapters let them know you are interested if they are doing informal. Hope this helps.
