Beats me, at one of my friend's school they objectively rank the houses using a 10 point scoring system that factors different categories like quality/amount of girls at parties, pledges class quality, actual house, uptown presense, brotherhood, quality/frequency of parties, etc. Would be interesting approach but ain't nobody got time for that.
