quota is based on the entire chapter's numbers now, not just the pledge class size from formal recruitment. with that being said, chapters that do not have 230 girls including their new pledge classes will be doing informal recruitment. however, informal is usually invite only, meaning you have to have a friend in that chapter recommend you to be considered.
