Notice how it says "How is the University defining hazing", not "what is hazing" or "how is hazing defined". This means they can pretty much make it up as they go along or the university is in an active state of defining things instead of having something everybody knows. In the University answer it says "Any incident or activity that may or may not cause mental or physical harm to a student looking to join an organization." That pretty much means anything if it "may or may not cause harm". If it doesn't cause harm it can be hazing. Simply showing up to rush or the first day after accepting your bid could be hazing as it's not causing harm.
