Kappa Alpha and SAE both have really good pledge classes overall. Sigma Chi and Kappa SIgma are not even close to being as good as them. I would say it is a toss up between both fraternities for the top spot but both are neck and neck! However, KA has a much bigger pledge class and they have great mixers but SAE has extremely sweet guys as well!
