Affiliated junior here; do not think about tiers, especially as a new student. Also, do not think of greek life solely in terms of parties; you will go to different kinds of parties in your four years depending on the groups you join. Fraternities can and do get shut down by the administration for different reasons. Get used to campus, figure out what you like doing, get to know upperclassmen through different avenues and you'll find the right house for you.
