I did formal as a sophomore and got my first choice, each sorority has to take a certain number of sophomores so I'd say it's easier than COB. Most sororities that COB only take friends of girls already in the chapter so you have to know people really well already to have a chance, and some don't even do informal. Honestly I would do formal and then try COB if that doesn't work out for you.
