DDD, KKG, and ADPi do not officially participate in spring COB. The girl I know who got a COB from one of these houses was a transfer and a double chapter legacy who already had a bunch of friends in the chapter. It does happen but it's very rare and if they do have a spot open, they typically already have a candidate in mind for it.
