Quota is basically all the people left in rush at the end of pref divided by the number of chapters. The reason your friend got her second choice over her first is because her second choice had her ranked higher on their bid list than her first choice. So she ended up matching with her second choice before her first choice. If she were higher on the first choice's list, she would have ended up there. The first house likely filled all their slots before they reached your friend's name. I suspect the second choice had more quota additions compared to the first house, which would have given them a number of new members higher than the stated quota. That happens because PNMs are told that if they maximize their options and rank all the sororities they saw at pref, they will get a bid. So basically you will end up with a bid to one of your pref houses, even if you are ranked lower on the house's bid list. If you look, there is a good explanation on the Sororities reddit which explains RFM (Release Figures Methodology -- the process which matches are made). You can also look on the National Panhellenic Conference website since they are the people who oversee RFM at all schools which have NPC sororities/recruitment.
