You don't know what you're talking about so please sit down. QUOTA is the number of new members a sorority can take during formal recruitment. This number is based on the total number of PNMs left at preference divided by the number of sororities. So quota is completely based on PNMs, and changes with every recruitment. TOTAL is the number of members a sorority can have. This number is based on the average chapter size and is calculated after formal recruitment is over. Total is based on current chapter sizes and moves up or down depending on that. It isn't some arbitrary number. Phi Sigma Sigma closed because they failed to attract and retain enough members. It's very hard to do that once a chapter becomes so much smaller than all the others, but it has nothing to do with quota and total.
