There is no way to know they had the best return rate as that is confidential information. Also largest pledge class does not mean anything. Those chapters with the best return rates normally make quota and not much higher. As they have to make heavy cuts in the first few rounds and don't need to invite "extra" girls to achieve quota. With not many "extra" girls during preference there is no way to get huge pledge classes or way over quota.
