COB or Continuous Open Bidding does not = a "bottom house." Chapters fall below total for a variety of reasons including ie: Too many members off campus for study abroad programs or There were more graduating members than expected. If a chapter is not at total and didn't make up those numbers at formal recruitment, then they can participate in COB.
