I agree with you OP. Many of the bottom houses don't want to improve or change their culture because they are simply too comfortable. Alpha Phi is slacking because they think that white blonde girls makes them top house. ZTA needs to improve by taking girls who are a little more attractive and not weird. There are some Zeta that are socially awkward. As for AO Pi, they are just scraping the bottom of the barrel in order to survive
