Top houses don’t have a minimum or maximum amount of bids, they have a certain amount in mind depending on graduation rates, etc. As an extreme example Delta Upsilon the #1 fraternity has more rushees than all other fraternities combined. They normally have over 1500 passing though rush. Out of the 1500 they plan on probably bidding 40-50 If there are 70 exceptional guys they might go ahead and bid 70 but if there are only 35 guys that meet their standards they may pass on the other 1465 to be fought over by fraternities like Lambda Chi, Delta Chi and other less selective fraternities.
